For clarity, it’s “roster spots” not “scholarships”, correct? So hypothetically a team could have 14 scholarship players and then add on another non-scholarship to get to the 15th man? Or am I misinterpreting the rule change. Hard to keep up with all of them.
My understanding is it used to be 13 scholarships and as many walk-ons as you wanted. No the roster limit is 15, but they can use scholarships on all 15 spots -- so it's safe to assume everybody on the team will be on scholarship.

Yes, he will sign. Just hasn’t been done yet. Don’t know what the hold up is, but all I can say is ASAP.

But yes ... the goalposts seem to move on a weekly basis. That is my understanding of the rules as they currently are -- or will be starting July 1.
